FriendsElectric is a PHPTemplate-based theme designed for Drupal by Steven Wittens. It is tableless, uses semantic XHTML and fully supports all theme options (slogan, logo, primary/secondary links, etc).
This theme was analysed as part of the DrupalCon Theme Development presentation.
Joomlactive has released another Joomla template. It is called Jactive Nature and it has a fixed width, nice nature header and collapsible column.
